February 28 is celebrated as the National Science Day in India and is an opportunity for various agencies for promoting science, education and its communication in the country. The day is chosen to mark the discovery of Raman Effect by Sir C.V. Raman on February 28, 1928, for which he was awarded the Nobel Prize in 1930. Sir Chandrasekhara Venkata Raman, FRS, (November 1888 – 21 November 1970) was an Indian physicist and Nobel laureate in physics recognized for his work on the molecular scattering of light and for the discovery of the Raman Effect, which is named after him.

The National Science Center in Delhi will be concluding its week long celebrations tomorrow with a public lecture and a painting competition. 2011 is the International Year of Chemistry and Karnataka State Council of Science & Technology has marked the occasion at the Indian Institute of Science, Bangalore with a painting competition themed on ‘Chemistry in our lives’ followed by a poster and essay competition on the same topic. MLSM College, Darbhanga and ACT, Mumbai (East zone), Break Through Science Society are also organising a lecture on the understanding of ethics in science.

On the occasion of the National Science Day 2011, the Dept. of Environment, Govt. of NCT of Delhi will inaugurate an exhibition on science models made by school children at Dilli Haat, Pitampura. The exhibition will go on for the entire day from 10 am to 5 pm and will be inaugurated by the Environment Secretary Mr. Dharmendra. The objective of the event is to create interest among students towards science, technology and motivate the best minds to enter the field of research and development. It is interesting to note that while speaking at the 6th Bry-Air Awards for Excellence in Heating, Ventilating, Air-Conditioning, and Refrigerating (HVAC&R) only yesterday, the Minister of State for Science and Technology and Earth Sciences, Dr. Ashwani Kumar declared 2010-2020 as the decade of Innovation in India.

The Minister also informed that 14 national innovation universities will be established in this decade to take forward the goal of promoting innovation in India. A National Innovation Council has been constituted which has been tasked to formulate a roadmap for Innovations by creating a framework for evolving an Indian model of inclusive growth, develop and champion innovative attitudes and approaches, identify ways and means to scale and sustain innovations, facilitate innovations by SMEs and encourage academic and R&D establishments for innovations. The Council will also promote the setting up of State and Sector specific Innovation Councils which will help to implement strategies for innovation.

There is a strong need to promote research and innovation in India and an even more pressing need to attract the best minds for making a career in this arena.  The government has launched interesting programmes in this regard, like the Innovation in Science Pursuit for Inspired Research (INSPIRE), launched by the Department of Science & Technology to attract young and new talent to science. The basic objective of INSPIRE is to communicate to the youth, all the excitement that the creative pursuit of science brings and attract young talent to its fold.
